GENERAL
PURPOSE
The Friends of the KCFOP is a voluntary,
non-profit, unincorporated political action committee operated
in conformance with state law. The Friends of the
KCFOP seek to improve the lives and working conditions of
the members of the Kansas City Fraternal
Order of Police Lodge 99 by influencing governmental affairs
through political action.
COMPOSITION
The Friends of the KCFOP is comprised
of a three person Committee, including: two
Co-Chairpersons and the Treasurer, Deputy Treasurer, or
their designate.
RESPONSIBILITIES

Communicate with the members of
the Kansas City Fraternal
Order of Police Lodge 99 about government, its process,
elected officials, candidates for public office and
important political issues.

Assist the members of the Kansas
City Fraternal Order of
Police Lodge 99 through effective political action
at the state and local levels.

Raise funds for political action
and contribute such funds to promote important political
subjects and assist candidates for state and local office
who demonstrate their commitment to issues important
to the members of the Kansas City Fraternal
Order of Police Lodge 99.
BY-LAWS OF
THE FRIENDS OF THE KCFOP
ARTICLE I
NAME
The name of the political action committee
is Friends of the KCFOP. The Friends of the KCFOP is a
voluntary, non-profit, unincorporated committee of individuals
committed to improving the lives and working conditions
of police officers in Kansas City, Missouri, and is an
independent and autonomous organization, not affiliated
with any political party.
ARTICLE
II
PURPOSES
The purposes of the committee are:
- Improve the lives and working conditions of members
of the Kansas City Fraternal
Order of Police Lodge 99 by taking an active role
in governmental affairs;
- Encourage Kansas City, Missouri Police Officers
and others to become aware of government, its process,
important political issues, and voting records of
office holders and candidates;
- To assist members of the Kansas City Fraternal Order of Police Lodge 99 in
seeking more effective leadership from elected officials
in Kansas City, Missouri and the State of Missouri.
- To raise funds for the aforementioned purposes,
and from such funds to make contributions to assist
candidates for state and local office, without regard
to party affiliations, who demonstrate their commitment
to issues important to members of the Kansas City
Fraternal Order of Police
Lodge 99. Such funds will be limited to
contributions to fund-raising activities and other
activities including educating the public and police
officers about worthy candidates and issues.
ARTICLE
III
MEMBERSHIP, DUES, AND CONTRIBUTIONS

Members. Membership shall be available
to any person interested in improving the lives and
working conditions of members of the Kansas City Fraternal Order of Police Lodge
99. The committee shall set membership categories.
No current member of the Kansas City, Missouri Police
Department may serve as an Officer of the Committee.

Dues. Friends of KCFOP membership
dues shall be determined by the Committee.

Contributions. Contributions to
Friends of the KCFOP, as well as disbursement of such
contributions, shall be subject to the approval of
the Committee and may be reviewed by the members of
the Kansas City Fraternal
Order of Police Lodge 99. No current member of the
Kansas City, Missouri Police Department shall directly
or indirectly give, pay, lend or contribute any part
of his salary or compensation or any other money or
valuable thing to the Friends of the KCFOP.
ARTICLE IV
OFFICERS

Appointment of Officers. Officers
of the Committee shall be comprised of two co-Chairpersons
and the Treasurer. The Treasurer shall appoint the Co-Chairpersons
annually. No current member of the Kansas City,
Missouri Police Department may serve as an officer of
the Committee.

Co-Chairpersons. The Co-Chairpersons
shall be the chief executive officers of the Committee
and shall be the ex-officio members of all sub-committees.
The Co-Chairpersons shall preside at all meetings of
the Committee and shall appoint all sub-committee members.

Treasurer. The Treasurer shall perform
all such duties as are customarily performed by a treasurer
or as prescribed by the Committee. The Treasurer shall
be the custodian of the funds of the Committee, shall
collect and disburse all moneys of the Committee in
accordance with the instructions of the Committee officers
and shall keep full and accurate accounts, present financial
statements, and make and file all reports to governmental
authorities required by law.
ARTICLE V
SUPPORT OF CANDIDATES OR ISSUES

Political Subjects. The
Committee shall solicit the opinion of the members of
the Kansas City Fraternal
Order of Police Lodge 99 on all political subjects.
By a majority vote of the Committee, the Committee may
endorse and/or contribute funds to support any political
subject, ballot issue, resolution, ordinance, law or
constitutional amendment that improves the lives and
working conditions of the members of the Kansas City
Fraternal Order of Police
Lodge 99.

The Committee shall solicit the
opinion of the members of the Kansas City Fraternal Order of Police Lodge 99 regarding
candidates for public office. The Committee shall take
all necessary action to determine a candidates
position on issues important to the members of the Kansas
City Fraternal Order of
Police Lodge 99. If necessary, the Committee
may interview candidates or submit a written questionnaire
to candidates regarding issues of importance. By a majority
vote of the Committee, the committee may endorse and/or
contribute funds to support any candidate that has demonstrated
a commitment to issues that improve the lives and working
conditions of the members of the Kansas City Fraternal Order of Police Lodge
99.
ARTICLE VI
AMENDMENTS TO BY-LAWS
These by-laws may be altered, amended, or repealed by two-thirds
vote of members of the Committee, provided fourteen days
written notice is given. |
